The damage caused by various climate disasters in modern cities is the starting point of this study, so as to explore how peoples daily living environment is more resilient and resilient. Community is the most important living environment for people. Finding a community environment that can "slow down" and "adjust" will help to solve the environmental dilemma caused by climate change.
Under the theoretical background of resilient city, this study continued to discuss the resilient community evaluation index system, referring to the green campus evaluation system of our laboratory series research. Environmental disasters caused by wind, drought or floods due to climate change are studied. This paper takes apartment building community in the city as the research object. The research method is to conduct a questionnaire in the form of expert questionnaires based on Fuzzy Delphi Method (FDM) and Hierarchical Analysis Method (AHP). Based on the characteristics of climate change in Taiwan, the impact indicators of resilient communities were sorted out, including 4 groups of indicators and 15 sub-indicators. The weights of indicators were analyzed. Among the four indicators, prevention accounted for 36.5%, resilient organization and management for 24.5%, recovery for 19.5%, and contingency for 19.5%. After establishing the framework of the resilient community assessment system, the resilience assessment of the building-type community in Taichung City was carried out and the conclusion was drawn that half of the building-type community in Taichung City had good resilient organization and management, 80% of the community had good disaster prevention work, as a whole, most of the communities had good resilience, but the poor performance in response should be further strengthened and improved. In addition, the resilience performance of the communities opened after 2000 is better than that of the communities completed before 2000.
The purpose of this study is to construct a reasonable and easy-to-implement index system of resilient community assessment, in order to prevent and reduce the vulnerability of disasters in advance, and to help relevant units implement the community practice of resilient community construction.
