The Taichung City Government has faced problems and solved problems in order to solve this dilemma. Decided to stipulate the rules for the management of mountaineering activities to regulate the requirements for mountain climbers to enter the announcement area and set penalties. The study collects information by qualitative research and uses policy analysis as the facet, including pre-assessment, implementation evaluation and Results evaluation and other three design-oriented frameworks, in-depth interviews with 12 public officials, mountaineering associations, mountaineers, experts and scholars and insurance companies to explore the local government's reform and effectiveness of the mountaineering management system, the overall analysis Interviewees' interview opinions and review of the implementation of the autonomous regulations policy, the conclusions are as follows: 1.Compared with mountaineering groups or mountaineers, the support for mountaineering management autonomous regulations is low, while the general public support is higher, but not all do not support, there are still mountaineering groups to support the government's policy. 2.The benefits of mountaineering comprehensive insurance have gradually increased, and the number of people insured has increased year by year. The acceptance of comprehensive insurance for mountaineering has gradually increased. It also means that people have a risk management concept for mountaineering, which can reduce the waste of search and rescue resources. 3.The mountaineering team leader must have basic ambulance ability, which can reduce the occurrence of mountain accidents and improve the survival rate of the rescuers. 4.The local government has formulated autonomous regulations to manage mountaineering activities, resulting in the phenomenon of mountaineering activities to manage a country's multi-system. The final solution still needs to return to the central government agencies to establish special laws or amendments for local governments or mountain business management agencies to follow the laws and regulations. in accordance with. Finally, this study makes research conclusions on the mountain accident rescue mechanism and the mountaineering activity management system reform, and proposes practical decrees, interviewees and mountaineering comprehensive insurance policies for follow-up researchers to study and recommend.
