In recent years, the government has actively promoted the concept of "adopting instead of purchasing", hoping to convey the concept of caring for animals and reducing the number of stray animals in Taiwan. Private animal shelters in Taiwan are also contributing to this effort. There are far more private animal shelters in the counties and cities compared to public animal shelters. Therefore, the operation of private animal shelters will be more diversified than that of public shelters, unlike public animal shelters that are subjected to government restrictions. The decision-making and implementation at private animal shelters is much more convenient. The purpose of this study is to understand the current conditions of private animal shelters, and to analyze the factors affecting the effectiveness of adoption in private animal shelters in Taiwan. Based on previous research and interviews, studies found that the factors affecting the willingness of adopters are mainly the availability of information and the convenience of adoption procedures. The condition of the stray animals is not their main concern, they all have love for stray animals. Although the adoption rate of private animal shelters is not as high as public animal shelters, they are still actively engaged in taking in stray animals and increasing the chances of adoption of animals in the country through foreign adoption services. Animal protection is becoming a hot topic in Taiwan, due to this the public animal shelter’s operation and management is similar to that of private animal shelter. Based on the concept of respecting life, it provides the welfare and rights that the animal should have. However, due to limited government resources that are available, private shelters have less support and have to rely on the help from the public. The government is still insufficient in the formulation and enforcement of the law, and their supporting measures for the aforementioned policies are also somewhat lacking. According to the above findings, this study suggests that the methods for adopting stray animals should be more diverse and the public's knowledge of caring for animals should be educated on a regular basis. Private animal shelters need to establish better relationships with the public, so that the animals in the shelters can have a higher adoption rate through interactive relationships, and can also supervise the implementation of regulations by assisting the government. The government can use the integration of resource platforms to assist in the management and distribution of resources to private animal shelters, avoiding abuse of animals by dishonest people, to make up for the shortage of support, and plan policies and implement an efficient follow-up system.
