In order to improve the bank's profitability and credit quality, banks must first evaluate before granting any credit. If credit quality control is well-managed, not only can sustainable operations be profitable, but creditors' rights can also be effectively protected. Through literature review and empirical research by questionnaire distributed to companies in the domestic financial industry, this study sees the possible and vital factors and opinions of the credit risk assessment of banks when they undertake credit. The employees of the state-owned T Bank are the research subjects. These employees have much experience in the credit-granting business. The study systematically collect, organize, compare, and analyze the data through to questionnaire survey, as the aim is to evaluate the relative importance of the bank's key influential factors affecting credit; eventually, the study draws the following conclusions: (1) For the dimension of the borrowing person, the credit assessment from person in charge is rated as the most important key criterion. (2) For the dimension of intended purpose of the loan, purchasing assets is the most important key criterion. (3) For the dimension of repayment capacity, the operating surplus is the most important key criterion. (4) For the dimension of protection of creditors' rights, the nature of collateral is the most important key criterion. (5) For the dimension of credit perspective, competitiveness is the most important key criterion. The top two indicators in the key criteria are the competitiveness of the credit perspective and the nature of the collateral for protection of creditors' rights, because only competitive enterprises have a future to be able to make repayments. In addition, for the dimension of the overall goal, the most important one out of the five dimensions is the protection of creditors' rights, followed by the repayment capacity. From the perspectives of the supervisors and the handling personnel, the supervisors believe that the protection creditors' rights is the most important dimension, followed by repayment capacity; for the handling personnel, repayment capacity is the most important dimension, followed by the protection of creditor's rights. At present, based on the conservatism principle, the employees of the state-owned T Bank involved in credit put emphasis on the protection of creditor's rights first, and then assess whether the debtor is capable of repaying when assessing credit.
