Therefore, the purpose of this study is to explore whether civil servants will have a perception of psychological contract breach on the issue of pension reform, and even lead to deviant workplace behaviors, and also use work engagement as a mediator to explore whether the impact of psychological contract breach on deviant workplace behavior has a mediating effect. For convenience of sampling, this study uses the incumbent civil servants as the objects of surveys, by field investigation mainly on questionnaire with some online questionnaire as supplemented. The effective questionnaires totaled 203. The results show that (1) psychological contract breach has a significant positive relationship with workplace deviance behavior; (2) psychological contract breach has a significant negative relationship with work engagement; (3) work engagement has a significant negative relationship with workplace deviance behavior; (4) work engagement has a mediator effect between psychological contract breach and workplace deviance behavior.
