There are lots of reasons that can affect order fill rate like; lead time changes, the unstainable of material and process technology, the category includes supplier, manufacturer and customer, supplier will indirect impact the downstream customers. In general, the more complex the process is, the bigger the process variation will be, and seems more complex and difficult to management control. Besides, the relationship of the business organization between supplier, manufacturer and customer, this leads the problem of information asymmetry, the result shown manufacturer can’t understand the process progress therefore it leads the result that supplier can’t pre-alert the delay of the order and this could impact the whole supply chain. In order to solve the order fill rate problem between supplier and customer, manufacturer will ask the supplier to provide Work in Process information, the information shows whether the order will be on time or delay. Due to the redundancy of the information supplier provide it also includes false alarm, therefore managers aren’t able to grasp the real alarm (order that 100% delay and needs to change the due date). This research use supply chain collaboration technique to solve the information opaque between supplier and manufacturer and use overall security protection time in Theory of Constraints (TOC) to control WIP process information, in order to increase the supplier’s order fill rate. In order to verify the theory, this research we use Semi-Conductor Company for example, verify the property of the algorithm using actual data, formulate rules for managing WIP also using alert light to help manufacturer, showing the WIP that needs to be handle in urgent.
