For example, some communities in the promotion of community-based flood risk management promoted by the Water Resources Agency, Ministry of Economic Affairs have stopped operating. This study refers to comprehensive community development, the disaster resistant community, the promotion of disaster resistant communities at home and abroad, the community-based flood risk management promoted by Water Resources Agency, Ministry of Economic Affairs, and the use of literature analysis to shape the questionnaire, the six communities selected in the north, middle and south regions, the professional teams, and the public sector conduct surveys to explore the promotion of different facilitators to the professional teams. This study uses One-way ANOVA to find that the performance of the exercise is consistent with the actual operation of the disaster, the effect of the exercise on improving the familiarity of the members of the organization, and the effect of the disaster response. The professional teams, the public, and public sector are significant differences, the average number is in the order of the professional teams, the public, the public sector ; the independent sample t-test analysis found that the workshop teaching method, visiting communities with similar backgrounds, the environmental exploration and other evaluation results, there are significant differences between award-winning communities and unwinned communities. The unwinned communities feel better than award-winning communities. The regression analysis finds that the drill has a significant relationship with the average number of driving methods and the average number of courses promoted. It is suggested that professional teams should improve the gap with the public or the public sector. For example, in the disaster prevention drills, the public and the public sector think that the disaster prevention drills are not enough for improving the tasks of each group, surveying the problems that people think that the drills are different from the disaster time and the disaster response time, as a reference for future corrections.
