However, they face not only fierce competition in the industry, but also rising labor costs and difficulties in the development of the mainland market. How to improve competitiveness, create advantages and reduce unnecessary risk costs have become the most important issue for Taiwanese businessmen to invest in mainland China. In the era of micro-profits, it is not easy to increase market share and revenue. Most enterprises turn to control the cost of cost items. In addition to the general materials like equipment, labor, land, administration, management and other costs, companies are paying attention to the prevention and damage of various types of disasters, including the management and control of risks and crises. Therefore, in the international arena, well-known enterprises have paid more attention to concepts such as Business Continuity Management, Business Impact Analysis, and Supply Chain Management. This research is mainly based on the risk assessment of high-tech industry investment in the mainland China via literature review, questionnaire survey, focus group discussion, etc., and implemented Multiple Criteria Decision Making with 11 research subjects such as high-level managers in the plant area and scholars in the related fields. The degree of influence caused by the investment in the high-tech factory in mainland China is compared and compared in the order of sequentially adjoining, then the results of the giant analysis are obtained. The top five risk factors are as follows: labor costs and productivity, market recession, exchange rate changes, power supply stability, and market competitiveness, etc. The research results and the literature echo each other, and it is also the risk factor that Taiwanese businessmen need to pay most attention to in mainland China. The weight of the disaster factors obtained through the questionnaire is only the first step in the operation of continuous management and risk management. Understanding the shortcomings of the company and finding ways to resolve are important core values in the continuous management of operations. In the research suggests, it is hoped that in addition to actively adapting to Chinese regulations and environmental changes, enterprises should also consider the necessity of policy risks, promote enterprise transformation and upgrading, avoid being eliminated in the fierce competition, and raise the level of corporate risk and disaster prevention awareness. What’s more, acknowledge the importance of the repair mechanism, regular review and revision of operational continuity management plan, in order to control and manage investment risks.
