In the process of the change management implementation, police cadres are greatly influenced by their different attitudes towards social media and media cognition. By analyzing police cadres' cognition of media and attitude towards social media,we can explore the factors that police cadres have considered in the process of change management of social media, and explore whether there are different factors that top level of Police Administration attached importance to on the change management, which can affect the organization to different degrees.This study aims to provide policy plannings and references for Police Departments and related agencies. This study adopts questionnaire and in-depth interview at the same time. There were 12 police cadres who serve in the Tainan City Police Department being interviewed from July to August 2018. Also, a total of 481 survey samples from the Tainan City Police Department, its 16 Police Precincts and Police Corps from January to February 2019 for analysis purposes. The results of multiple regression analysis show that: (1) Cultivating a positive attitude towards social media can indeed effectively increase the attention of police cadres to the elements of change management. (2) The better the perception of the media, the more attention will be paid to the change management factors, However, police cadres generally have a poor perception of the media. (3) The higher the degree of interaction between police cadres and media, the more importance they can attach to the factors of change management. (4) If police cadres can improve their media literacy, they will pay more attention to the factors of change management. (5) Among the individual basic variables of police cadres, only the rank has significant difference and correlation with the factors of change management. In addition, only the size of organization has significant explanatory power for soft side of change management. At the same time, the results of structural equation model show that: (6) The gender, age, education level, rank and the size of organization of police cadres have indirect effects on the soft side of change management through other variables. (7) The gender, age, seniority, rank and the size of organization of police cadres have indirect effects on the hard side of change management through other variables. The following are suggestions based on the findings: (1) Soft and hard sides of change management should be carried out simultaneously. (2) Giving police cadres support to cultivation of positive attitude toward socia media. (3) Strengthen the media cognition of police cadres. (4) Considering the regional attributes of each agency, we should pay attention to the factors of change management to different degrees. (5) Take the initiative to establish the direction of social media in change management by senior management. (6) Recognize the trend of social media and grasp the pulse of change management.
