The authority on school bullying, Olweus (1993), presented that bullying is a Group Phenomenon, which states the viewpoint of “no innocent bystanders” by group mechanisms; bystanders play an important role in bullying incidents. Therefore, this research compares the three parties, bullies, victims, and bystanders and expects to accomplish below objectives: (1) Discuss and explain the General Theory of Crime toward bullying behaviors and to understand the reasons that influence school bullying behaviors among students in junior high schools. (2) Compare the differences between bullies, victims, and bystanders at low self-control conditions. (3) Develop the predictors of “school bullying behaviors” in order to discover potential injurers and victims for the future reference of school bullying behaviors toward students in junior high schools and drafting precautions. The study reveals that 93 per cent of junior high students have experienced school bullying and most of the experiences were verbal bullying and mild bullying. Regarding the difference comparison, the variances of gender, domestic violence experience, teacher-student relationship, and peer relationship possess significant differences and impact in diverse school bullying. On the low self-control analysis, “short-sighted ”, “immediacy ”, “impulsivity”, “physical activity”, and “low self-control” have a significant correlation with the experience of bullying, receiving, bystander bullying, and school bullying participation. In particular, both the short-sighted and impulsivity have higher significance with various kinds of school bullying and the characteristics of bullying givers, bullying receivers, and bystanders have common features in low self-control. According to the research results, this study proposes suggestions regarding individuals, guardians, teachers, schools, and future research respectively. Individually, build harmonious relationships with peers and avoid the attitude of onlookers. For the guardians, reinforce the functions of family systems to increase the self-control ability of the children, eliminate domestic violence, and generate a heartwarming atmosphere. For the teacher perspective, to exert their roles and cultivate pleasant teacher-student relationships.
