Summary:碩士 === 中央警察大學 === 國境警察學系碩士班 === 107 === With the increasing frequency of international exchanges, most countries, in fact, would like to speed up and facilitate the entry of aliens, and in the meanwhile, the national security and interests would also be taken into consideration. Therefore, the verification and approval of the visa would be a critical issue. Besides, with the development of universal human rights, even if aliens are different from the nationals in citizenship, in the nature of being a human they are no differences. As the approval for a foreigner to enter one country, the visa itself also combines the purpose of managing and maintaining the order in border management. In the Republic of China (Taiwan), there are two authority concerns of visa management- the Bureau of Consular Affairs, Ministry of Foreign Affairs and National Immigration Agency, Ministry of the Interior. For those aliens whose visas are still required, they have to apply for a visa from the Bureau of Consular Affairs. Nationals of certain countries are eligible for the visa exemption program and are also required to complete an online immigration arrival card on the website of the National Immigration Agency before arriving in Taiwan. The subject of this study is the visa application and management system and tries to develop the description of visa and alien management. Then, the latest operating mechanism and related visa policies of the United States, the United Kingdom, and Japan would be analyzed as well. Furthermore, the current visa application and management system in the Republic of China (Taiwan) would be reviewed and hope to get the conclusion and recommendations that could be applied as a practical improvement of visa policy.
