For modern countries, the maintenance of national security and the right to basic living of the people is the most important goal and one of the fundamentals of the country’s existence. With the rapid changes in modern society and the natural environment, the security issues related to survival continue to emerge, and the difficulties and challenges faced by modern countries are gradually complicated. It is no longer confined to traditional security, defense, diplomacy, etc., but includes non-traditional security threats such as natural disasters, terrorist attacks, and security risks. The National Security Council is the president’s most important aide to national security issues and foreign policy, and The National Security Adviser is the core of the National Security Conference. It is responsible for conveying the opinions of the heads of the various agencies to the President, and formulating solutions and assessing risks. Therefore, it can provide objective and professional advice from the influence of various agencies. The United States is the first country in the world to create a National Security Council mechanism. It has witnessed the global change of the cross-century and also reflects the US national security concept. The modernization of Taiwan’s National Security Council began in 1993 and has evolved into a holistic national security team and institution after more than 20 years of practice and adjustment. In the face of the challenges of security issues, how do National Security councils in each country respond to the successive tests at the current stage, how the organization operates and adjusts, and the advantages and disadvantages of the overall mechanism. This paper intends to analyze the evolution of the national security conference, organizational system and operational functions.
