Human resources are the cornerstone of the military's combat strength. To ensure the strength of our national defense, it is important to find the cause of the shortage of human resources and to solve the problem.
This research explores and summarizes the relevant factors affecting the shortage rate of the national armed personnel through the research method of system dynamics, which deals with the characteristics of nonlinear problems, information feedback, time delay and dynamic complex problems. In this study, constructing the dynamic model to identify policy intervention points, and make improvement suggestions.
This study finds that the three facets affecting the shortage rate of the national armed force are the personnel turnover rate, the personnel replenishment rate and the unit assigned personnel number. The system dynamic model is constructed, analyzed, summarized and integrated to obtain the 18 driving factors which affecting the three major facets including salary, camp time, workload, supervisory leadership ability, military (family) benefits, station relocating frequency, resident facilities conditions, official residence satisfaction, implementation of national defense education, good promotion system, private sector employment opportunities, the effect of low birth rate, the degree of diversification of military recruiting channels, the level of recruiting information dissemination, the need for disaster prevention tasks, the degree of cross-strait political opposition, the government's financial capacity and the stability of the international situation, and others. Based upon the analyzed results, the policy intervention points, conclusions and recommendations will be made for the government and the relevant military management units to refer.
