Many countries hope to revitalize local development through the introduction of Place Development management concepts. Taiwanese government has even declared that the year of 2019 will be the first year of Place Development. It is hoped that the long-lost towns will be re-created through policy guidance and investment in various resources. The development of cultural and creative industries shows the local culture, which includes unique, diverse and creative characteristics, creating high economic benefits. Among them, the aboriginal people develop Creative Life Industry with cultural and ecological experiences. They are uniquely endowed by the Luanshan tribe in Taitung County. Although five kinds of micro-enterprises or exhibition venues in Creative Life Industry have been developed in the past decade and the tribal economic activities have been alive, the localities are still in the predicament of serious outflows and there are few job opportunities. Under the government's new local innovation policy, it seems that it’s possible to develop Place Development, keep youth to stay, or ask the youth return to their hometown. The development of Creative Life Industry of Luanshan tribe culture and ecological experience in Taitung County was taken as the object of this research. Through literature, data collection, field observation and in-depth interviews, the viewpoints and perspectives of Place Development wee carried out. Having the interviews with tribal people, business operators, government authorities, academics, and tourists understanded the current development status and investigates the impacts or dilemmas they encountered. The value chain analysis and the problems faced by Luanshan tribe are used to develop Creative Life Industry, in order to understand the internal environment; on the other hand, Michael Porter's five-force analysis method is used to analyze the external environment of the development of Creative Life Industry in the Luanshan tribe; also, SWOT analysis and business model Analytical method were combinded to seek for effective strategies for the development of Creative Life Industry in the Luanshan tribe. At last, Nineteen conclusions and eleven management suggestions were analyzed to provide a reference for the Place Development and Creative Life Industry management and development of the Luanshan tribe.
