| Summary: | 碩士 === 中華大學 === 行政管理學系 === 107 === The purpose of this study is to understand the current status and development of community care centers in Hsinchu County's non-profit organizations; to assess the effectiveness of the overall community care and care project, and to explore the influencing factors affecting operations; Government and related group policy recommendations. The research method is conducted through reviewing documents and in-depth interviews. The interviews are conducted in-depth interviews with the Hsinchu County government social security unit undertaker, the person in charge of the care centers, the beneficiaries and the families of the elderly. Secondly, using policy implementation theory to explore the influencing factors of the case community care centers operation, and analyze the relevant operational effects of the four evaluation indicators of the policy evaluation theory, including effectiveness, sufficiency, responsiveness and relevance.
The study found that the role of the care base is that the body and mind of the serviced elderly people have indeed improved and improved, so that the family members have the opportunity to breathe, and they can work hard in the workplace. The four major service projects planned in this policy: care visits, health promotion, catering services and telephone calls, can cut the needs of the elderly who are served; but the catering service projects, in addition to the need for volunteers, there are materials and expenses such as ingredients. The combination of demand and hardware equipment is an important key to the ability to provide catering services. The communication and response between the public-private partnerships is smooth and interactive. At present, the common problem faced by all the bases is that the volunteers in the service are mostly elderly people in the community. They are lacking in the operation of the information system and the ability of the clerical profession. The young and strong volunteers have become the most anticipated resources of the base. Finally, the local government's policy of promoting community care and care bases and the implementation of research and management related to the organization of civil society organizations will provide a more solid foundation for country 's long-term care policy of “Long-term Care 2.0”.
