碩士 === 中華大學 === 工業管理學系 === 107 === ABSTRACT According to the result of Modified Delphi Method, references and collected infor-mation, a formal questionnaire sets targets on four aspects of a current issue about “The strategy responding to low birth rate for rural primary schools.” The proposed aspects in-cludes “School Administration”, “Career Education”, “General School Curriculum” and “Equipment and Environment.” Next, invited experts fill in those questionnaire. This study uses the Likert five point scale as measure and takes Quartile difference(QD) as a standard for statistical analysis of the data to provide a measurement for verifying the consistency between relevant references and suggested policies. The outcome of the questionnaire shows that the “equipment and environment” facet “there is a student transportation vehicle or commuting system” and “General School Cur-riculum” facet “characteristic courses.” The design focuses on practical operations, life experiences and a wide spectrum of activities to stimulate learning enthusiasm and interest” (most effective). Conclusively, the main goal of presented research is to provide recom-mendations for researchers to stipulate future educational policies. Keywords：Modified Delphi Method Lower birth rate strategy
