The scenarios can be seen obviously emerged among small laneways caused by illegal parking of cars and illegal awnings; which obstruct the pass of the fire engines and harden the rescue, generating more serious casualties. For example, on January 15th, 2013, a severe fire broke out on the 5th floor of an apartment in an alley in in Hsinchu County, causing an elder to be buried in the fire in front of public. The fire highlights the problem that except the negative effect by the narrow laneways to fire engines, scarce concept to fire evacuation is another crucial factor to endanger citizens. Reducing the loss of lives and properties with enhancement of rescue efficacy, this paper, referring above, aims to explore the corresponding countermeasures, the fire prevention act as well as the fire rescue measures among small alleys. Juxtaposing military simulation and questionnaire conducting by relevant literatures to narrow laneways and experts’ interviews, this research focus on those onsite firefighters, surrounding Sanshui Street in Wanhua District, as the participants for the questionnaire; intersecting and analyzing results with SPSS software after arrangement, the preventions and countermeasures to fire rescue in small alleys are into exploration. Meanwhile, seeking relevant rescue policies with efficiency to small laneways for firemen is also considered for diminishing loss of lives and properties. The outcomes to the fire prevention survey indicate that among all of those respondents, over 93.5% of them consider the effective methods to rescue can be concluded as: 1. Fire prevention promotion for households; 2. Characters of fire passages in laneways; 3. Periodical towing of vehicles; 4. Yellow paint on routes by surface hydrant; 5. Home alarms and fire extinguishers for residents. Regarding office works to rescue, 64.5% of them consider enlisted grading data to all the small alleys can favor related rescue effectively. Regarding fire vehicles and equipment, more than 88.7% conclude the very efficient tips to rescues implemented among small laneways should be: 1. Procurement of small fire engines; 2. Allocation of nozzle bag; 3. Application of infrared thermography; 4. Installation of two-section ladder with suspension ladder; 5. Triple-section ladder training. Regarding the regular training programs, more than 93.5% consider the rescue efficacy and minimum loss during fire should rely on: 1. Dressing training; 2. Waterline wiring training; 3.
