If there is a fire, it will inevitably lead to the expansion of the disaster, which may make it difficult for internal personnel to escape, and even cause casualties of dieaster relief personnel. The purpose of this study is to reduce the casualties of people and maximize the protection of peoples lives and property.
This research is based on literature discussion, case analysis, expert interviews, field investigations and rescue simulation. An underground KTV store, the largest one in Wenshan District, Taipei City, is used to simulate the fire, rescued by the neighboring fire brigade. The rescue problem is discovered through the fire drill, and the refined method is discussed.
Three methods were found to reduce the degree of casualties, and enable the firefighters to complete the task safely and smoothly: First, prevent flashover or explosion by surveying the room temperature to ensure safe access to the room; second, set up personnel and equipment control station to control entering personnel, time, and searching scope; and third, implement the site fire management system to reduce the degree of hazard before firefighters arriving at the scene.
