Due to the medical progress, extension of life expectancy and the low birth rate, it is estimated the annual population growth will be zero in 2019 and will enter the super-old society in 2026. Actually it takes only 8 years from the age of the old society to the super-old society. The rate of aging in a short period of 8 years beyond other developed countries such as Japan (11 years), the United States (14 years), France (29 years) and the United Kingdom (51 years). Faced with such a rapid demographic change, the use of human resources in the elderly has become an important issue in the national society. Countries in Europe, the United States and Japan have delayed the retirement age and actively improved the labor participation rate in the middle and old age. While also promoting the concepts of "living to the old, doing the old" and "active ageing" to promote the active participation of the elderly in society, sustained employment or contribution to society. There is still considerable effort in the middle and old age in Taiwan. The purpose of this study is to explore the factors of unemployment among the elderly unemployed, to explore the factors contributing to the participation of the elderly unemployed in vocational training and to explore the factors for the smooth re-employment of the elderly unemployed, with the participation of the elderly unemployed in vocational training. The conclusions of the study includes that (I) the learning effect and employability of the elderly have nothing to do with age but highly correlated with the learning attitude and tech-nical ability of the individual. (II) Those who meet a good teacher guidance can create good learning benefits in-service training learning process. (III) They can have a professional, a sense of accomplishment, make friends and increase self-confidence while participating in vocational training. (IV) It is important to cultivate the mentality of enjoying at work, regard-less of mind and without complaining. (V) The middle and senior citizens with optimistic characteristics have the learning spirit of adhering to learning and practicing continuously, and the old age of successful re-employment is positive for the knowledge, technology and their own learning attitude and ability in the course of learning. The career planning of the elderly should have the important concept of "lifelong learning", not only to "live to the old, learn the old", but also need to "live to the old, doing the old." Government policies still need to actively respond to the ageing of the workforce and the problem of lack of work, and to activate the human resources of the elderly, such as building a friendly and elderly workplace, encouraging enterprises to employ the elderly and helping the elderly to start their own businesses, providing quality job opportunities. For the development of job re-engineering suitable for the elderly, as well as the establishment of vocational train-ing zones suitable for middle and old age learning, to enhance the participation of senior and middle-aged labor, and jointly create a love, care, happiness of the workplace.
