Talk about youth entrepreneurship base from resource-based theory of business success factors: Tainan Win-Win incubator as an example.

碩士 === 國立中正大學 === 企業管理學系碩士在職專班 === 107 === The world’s leading nations, hoping to promote further economic development and avoid a global recession, have invested their resources in support of youth innovation and entrepreneurship. Taiwan must break the developmental shackles of manufacturing in order to become a leader in the global economy. Both central and local governments have invested resources to encourage young people to innovate and create jobs. With encouragement from the central government, Taiwan’s county and city officials have established entrepreneurial incubators. However, Taiwan's population and resources are concentrated in the north. What are the persistent competitive advantages of the central and southern regions attract top talents to return and settle in, and invest in innovation and entrepreneurship? Leading the transformation of local industries is the dilemma that government is trying to break through. On the one hand, this research inventory the relevant policies of the Executive Yuan to invest in youth innovation and entrepreneurship, and understand the environmental conditions of Taiwan's current entrepreneurship. Take for example Win-Win, a successful incubator in Tainan City, which introduced the resource-activated space, the main axis of business strategy, the direction of development, and the results of coaching. It also uses Resource-Based Theory (RBT). The point of view is to analyze the key success factors for the incubator. Whether the resources of the base are valuable, rare, difficult to imitate or no substitute is available, these attributes help maintain a lasting competitive advantage. Finally, the management proposal of winning the incubator is proposed as the direction for future strategic development. Conclusions show that (1) Tainan county government in cooperate with the Industrial Technology Research Institute, ITRI combination of skills, experience, business contacts and other resources for temporary sustainable competitive advantage. (2) The base of Tainan’s industry development main responsibility has a wealth of experience of business counseling is helpful to youth entrepreneurs and policy’s continuity. (3) Tainan has rich historical and cultural stimulation and low cost of living, sustainable competitive advantage.
