The term “terrorism” once again became noticeable after 9/11 attacks in the United States, the incident that al-Qaeda carried out terrorist attacks against United States. So far, the concept of terrorism is not mature enough, and scholars hold differing views and definitions. Some people may think that Taiwan is nowhere near “terrorism.” However, Taiwan had been under a period of state terrorism, the White Terror, just decades ago. The method to carry out this study was using the historical research and document analysis from the period of martial law in Taiwan, from 1949 to 1987, to discuss state terrorism and its possible consequences.   Kuomintang, Chiang's government, promulgated the Taiwan martial law in 1949. It is said that such government is a state terrorism when people on this island facing such authoritarian regime that took violent actions to control power. During that time, many Taiwan independence organizations have grown under the suppression and thrived overseas. The April 24th Chiang assassination attempt in 1970, one of the most famous political assassination in Taiwan history, represents not only an individual behavior, but the political ideology that spread by Taiwan independence movement. Until 1980, the idea of political violence embraced by Taiwan independence organization gradually became faded away. It is not clear whether Taiwan independence organization was a terrorist group or not according to different definition of terrorism. Nevertheless, the result of study shows that if people cannot express their political appeals effectively, then using a violent action as a response will be consider an effective action.
