In this study, regime complex was applied as the main research method and supplemented by case study, historical research, and literature review. The results revealed that in a complex institutional environment, there was the interplay among institutions in a nested, parallel or overlapping form, and actors might take cross-institutional actions, such as forum shopping, regime shifting and strategic inconsistency, to preserve interests. Besides, as members of international institutions, state actors might take the form of hostage taking, turf battles or muddling through to control institutions. To address the European refugee crisis, both UNHCR and EU have introduced reforms involving multiple issues and actors. Although there was coordination among institutions and there were new institutions improving existing deficiencies and promoting cooperation, some state actors claimed that their interests were affected and took measures that were unfavorable to common institutions. This study concluded that refugee protection is a multidimensional problem. If international society wants to assist refugees immediately and also preserve stakeholders’ interests, it should facilitate division of labor among institutions as much as it can, and should make trade-offs when developing institutions.
