The study used survey researches to collect data, both quantitative and qualitative methods. The former used a self-made questionnaire. All of the public health center members of Taoyuan City were surveyed. Data analysis methods included frequency distribution, independent sample t-test, ANOVA, and Scheff’e method. The latter used an in-depth interview to collect data. Three in-terviewees are the public health center members from urban, rural, and tribal areas respectively. The results of the study showed as follows:There are significant dif-ferences in the policy perception to the public health center members who are in dif-ferent education degrees, positions, roles, or long-term employed or not. The public health center members who are in different genders, ages, marriage situations, or length of service showed no significant difference in the policy perception aspect. The in-service training hours for the public health center members make significant differences in all five aspects of the policy perception. Different perception of the public health center members to their target objects showed significant differences in target objects, service items, and practice patterns. There is significant difference in practice patterns of recognition policy among the public health center members who have elders over 65 years old in their families.The interview survey showed that the long-term care policy changes frequently, the deficiency of the policy information, and unclear role of the Public Health Center in the long-term care system.
