The study found that the independent bookstore in Taoyuan City played a propaganda culture in the community, promoted the role of reading, the impact of the overall community to create the four levels, one, personal aspects: to meet the residents social, respect, knowledge and understanding, self Implementation of the four aspects of the demand; Second, the organizational level: independent bookstore in the course of business can increase the partners, the establishment of learning platform and the development of core beliefs; Third, the community: to cultivate public participation in public affairs. Fourth, the community: cross-community learning community link, can activate the community network. This study suggests that the Ministry of Culture establish a platform for information flow and provide software and hardware resources. Independent bookstore is actively integrating government, private resources, strategic planning and marketing. The Community Development Association can work with independent bookstores to establish the overall objectives of the community and provide community resources to promote the participation of residents in order to build a community overall consensus.
