Energy saving and carbon reduction is no longer just a slogan. Instead, it is transformed into a niche for the development of the green energy industry through practical actions in energy conservation and carbon reduction. It is expected to cooperate with the government's green energy carbon reduction policy to implement environmental justice. Taiwan mainly relies on the import of petroleum for its transportation power. Taiwan’s excessive dependence on oil imports is quite limited for China’s energy production and it does not help carbon reduction. Therefore, we should consider the development of China’s biomass energy in response to future trends. . In the past, our government had promoted the use of biodiesel as a transportation fuel, adding a certain proportion of biodiesel to the original diesel. This method not only reduces carbon emissions but also drives the bioenergy industry and promotes industrial and energy transformation. Because of various factors and inadequate policies, the development of bioenergy has stagnated. Therefore, in response to the government's regular review of domestic renewable energy promotion targets, this study will focus on California's low-carbon fuel standard-related biofuel incentives, audits and controls iii for biomass, including: raw material production, manufacturing, and transportation. The incentives and measures such as storage and proportion preparation, sale to the sales side, and promotion of biomass can be studied to facilitate the formulation and implementation of China's laws and policies on biomass energy production.
