Ever since the promotion of constructing public sewage system for the public in 1988, our government has invested around 100 billion dollars. Stil, the households under jurisdiction are no more than 2.5 million, with the national prevalence rate 32.45%. The main reasons for the lengthy construction periods and enormous expenditure basically are the uncertainty of endless variables. Meanwhile, due to the integration of the public sewage system into the key development policies, the scope of construction has been extended to townships and towns. This is quite different from that in metropolitan areas. This research, therefore, aims to explore the risk factors that might interfere with the construction duration and expenses. The first part of thiis research is to go through the data collected from the interviews regarding 133 risk factors, followed by the data garnered through questionnaires with 52 risk factors that might affect the planning and decision-making of the business owners. Then, this research will go into field studies and do statistical analysis along with some result narratives. This research also includes suggestions of risk placement evaluations that might hinder construction development. In order to manifest the analysis result garnered from the data, the research intends to use the public sewage system engeering at the Touchi area of Minsyong Township as an exmaple, combined with the elaboration of the substantial risks and influences. Also, by examining the data of the public sewage system engineering seminar in 2005, we can find that the government has held officials accoutable for the sewage system. Other than that, other risk factors still exist and are worth of our attention. Hopefully this research can become a reference to those business owners who want to avoid the subsequent risks and come up with a solution.
