Following changes in society, the school counseling offices become responsible for increasingly diverse tasks including emerging education issues and providing support to disadvantaged families. However, the counseling office is sometimes considered a unit that only provides services specific to students with special needs. Given the increasing occurrences of campus incidents, educational systems are rarely capable of handling complex issues independently. Hence, professional counselors should enter campuses to provide relevant services.

Semistructured interviews were conducted to collect data. A literature review was conducted to understand the historical background and cause of the research problem identified in this study. Subsequently, the researchers interviewed members of the school counseling organization face to face and inquired about their cooperation experience with professional counselors. Expert opinions were referenced before data collection. Finally, inductive analysis was performed to summarize the discourse.
The results revealed that the model of integrating professional counselors in school counseling enhanced the effectiveness of professional counseling, divided counseling works more distinctively into three levels, and energized the school ecosystem in the case elementary school. The effect of such model is confirmed to be positive on counseling work in elementary schools.
Although the model of integrating professional counselors in school counseling work is supported by amendment of relevant laws, school systems may change with changes in educational policies over time. Continuous attention should be paid to community factors, workforce supply, and professional ethics.
