Based on the literature review of training courses, the structures of the preliminary training courses are constructed. After consulting with 13 scholars in the field to determine the expert validity, the content of training courses is established. Moreover, this study adopts Fuzzy Delphi Method by FuziCalc 1.51, Excel 2010 for statistical analysis. 23 experts, including scholars, evaluators and principals, are selected to answer questionnaire to develop the propriety of training courses. The main findings of this study are as follows: 1. Both America and Canada are devoted to the development of evaluators’ training which is a learning model for Taiwan. 2. The training courses for evaluators in America and Canada are flexible and diverse, with integration of theory and practice. 3. The training courses for elementary and junior high school evaluators consist of 3 main structures: Evaluation theory, Evaluation practice and Evaluation method. 4. The training courses for elementary and junior high school evaluators comprise 9 substructures: Evaluation foundations, Evaluation design approaches, Evaluation practical skills, Situational analysis, Interpersonal interaction, Evaluation outcome applications, Evaluation methods, Qualitative methods, and Quantitative methods. 5. The training courses for elementary and junior high school evaluators include 34 indicators, which are from 1-1-1 Evaluation Introduction to 3-3-3 Meta-analysis. 6. The training courses for elementary and junior high school evaluators established by the study are pertinent. Based on these findings, this study proposes several suggestions as a reference for education administration authorities, elementary and junior high school evaluators, and future researches. 吳清山 2018 學位論文 ; thesis 217 zh-TW
