The results find that although the net operating revenue of Liontravel during 2013 - 2016 is higher than others, its total efficiency is not the best in our decision making units. In 2017, the total effeciency of the Liontravel obtain the highest efficiency level. The total efficiency of Ezfly is inefficient because its size is increasing return to scale. This paper suggests that it should decrease its company scale to increase efficiency. In addition, this study applies Malmquist index to analyze the operating efficiency of the seven tourists during 2013-2017. The results show that the total productivity levels of most tourists are improved, but Startravel and Ezfly are declined. The Startravel, whether in production, management strategies, technology, should be adjusted to increase the operating efficiency. The scale level and efficiency change level of Ezfly are not the optimal value. Ezfly could adjust from these two aspects to increase its operating efficiency.
