Since 2007, Workforce Development Agency established the human resource quality management system entitled Talent Quality-management System (TTQS), to assist young generations acquire more capabilities to compete in the competitive market. To improve the implementation of TTQS, this study analyzed the core principles and proved needs of each phrase while adopting TTQS to training institutions by reviewing lectures, and by using I-P-O (Input→Process→Output) model, it tends to create a feasible and effective Check List. Then it defines proper process for implementation of TTQS and strategic approach by PDCA (Plan→Do→Check→ Act) circle operation. The case studies of the school of continuing education A university and B training and education center provide the data to this research, it is proven that the conclusions of the research and the strategic approach have been created as 1. If training institutions could correctly execute the specified strategic approach while adopting TTQS, and provide evidence of the consistency between what have been addressed or written with the actual actions, it could help the training institution pass the test and raise the grade; 2. The critical principle of each phrases Plan-Design-Do-Review-Outcome (PDDRO) such as the accuracy, system, and connection of planning , need to be fully controlled; functional needs analysis of design; systemized management of execution; examine of supervision of all process; and evaluation of outcomes, this evaluation system focus on the value create by training institutions which transfer to the target market and customers; 3. In the process of adopting TTQS, the support and the determination of managers exeute a vital role; 4. Findings among TTQS evaluation which has great positive influence to evaluation results if the training institution could demonstrate their innovations on training process or extraordinary outcome or contribution during the implementation when they are doing presentation to the evaluators.
