Summary: | 碩士 === 淡江大學 === 歐洲研究所碩士班 === 106 === With the development of science and technology, transportation time is being reduced, passenger flows, goods and services are accelerated, passenger and freight volumes grew and the scopes of transportation are greatly expanded. This phenomenon attracted the government’s attention. Therefore, the sustainable transport became one of the core values in the EU transport sectors. The EU is one of the most important pioneers of the environmental protection. The environmental protection has a great influence on the EU’s transport policy. The characteristics of the inland waterway transportation are low transport costs, low noise, low energy consumption and low carbon footprint. The inland waterway transportation is effective and environmentally friendly. The EU has launched programs such as the Marco Polo program, the TEN-T and the NAIADES to promote the inland navigation.
This thesis focuses on the legal development in the EU common transport policy and the inland waterway transport policy. It deals with the establishment in the Rhine regime and the function of the Central Commission for Navigation on the Rhine. Finally, the thesis works on the impact of the sustainable transport under the economic, environmental and social aspects with a case study related to the transport of the Rhine River under the EU inland waterway transport policy.
