In the first half of the same year, Taiwan’s electronic payment was 1.77 trillion NTD which was only 21% of GDP. The difference between those two scales can be seen. Although the electronic payments in Mainland China started with e-commerce, the main reasons for their rapid growth are: the introduction of financial products, multiple third-party services, and offline payment. Among the above reasons, offline payment will be the main topic of discussion. After studying, we can know that if we want to develop offline payment in Taiwan, the main problems are: 1. The market is small, and the industry matures; 2. The offline payment platform is too much; 3. The existing business model is a burden of bank; 4. The cost of stores increase. Therefore, after studying the electronic payment process in Mainland China and the development strategies of the Alibaba Alipay, the countermeasures and suggestions are put forward. First, the government needs to open more the business of the electronic payment services. Second, the government must establish a unified electronic payment framework.
