In the early days, due to the relationship between time and space, commercial development concentrated in Datong District, and created crowds and commercial glory. It gradually formed the Chien-Cheng Circle of people''s knowledge. However, the once- Chien-Cheng Circle has now fallen. This study will start from the development of the Chien-Cheng Circle, restore the true appearance of the Chien-Cheng Circle in history, and establish a complete historical context for the future study of the Chien-Cheng Circle, through the actual participation to Chien-Cheng Circle before the demolition From this example, we analyzed how the government''s interaction between the decision-making process and the private sector is conducted, whether the opinions are fully expressed, and whether the government departments really value and accept their opinions and communicate. Whether the process produces a cognitive gap, and then considers the impact of the shackles and gaps on the reconstruction policy of the Chien-Cheng Circle. This article will use the " Chien-Cheng Circle " as a case, summarizing the following three points as the direction of research thinking. 1. What was the reason for the failure in the process of Chien-Cheng Circle in the past? Why did it fail to achieve the desired goal? 2. How do you view the design of the Chien-Cheng Circle, is this design a cause of failure or something else? 3.
