Although the premium rate of the insurance industry has been deregulated in Taiwan, the standards of the commission payments for the insurance agents are still subject to relevant regulations of the competent authorities. The traditional fixed rate leads to unequal pay for the same kind of work. The authorization to the insurance agent is limited to business solicitation functions without taking the development of other functions into account. This may affect the professionalism of the insurance agent and promotion of his/her status. On the other hand, the countries, such as the USA and Japan, that adopt advanced insurance systems have been implementing a graded management model and comprehensively considering the reasonableness of the commission payment models for the insurance agents. These models are the elements of the corporate governance and can be used as a reference for the development of the insurance business in Taiwan. Through a brief introduction of the background and history of the commission payment system for insurance agents, an overview of the status quo and the description of the retrospective analysis, this study presents the following three commission payment models: (1) one-factor model, (2) two-factor model, and (3) multi-factor model, and explains the characteristics of each payment model, the main and ideal models and the applicability of each model. In conclusion, this study integrates all the arguments into 8 suggestions and presents them as a reference for the competent authorities and insurance-related agencies in the standardization of the commission payment model for insurance agents in Taiwan, in the hope of jointly assisting in the internationalization of the insurance business in Taiwan and keeping pace with the country’s executing advance insurance systems.
