Quantitative and qualitative methods were both applied. This study collected public information to observe relevant developments in various countries and used the empirical research to find out the impact of medical quality on commercial health insurance. The results of the study were that some medical quality indicators affect commercial health insurance. However, the implementation of Second Generation National Health Insurance did not have any influence on commercial health insurance.
