Although Taiwan has become an aging society, few strategies have been planned to prevent disasters for seniors living alone in communities. In order to cope with the impact of typhoons and floods as a result of climate change, ageing, ageing in place, and the insufficiency of disaster prevention policies for aged people, this study investigated the disaster prevention policies for seniors living alone in metropolitan communities in terms of three main aspects: education, information, and collaboration in disaster governance, in order to examine the policies for planning disaster prevention for seniors living alone in communities in Taiwan through the review of domestic and foreign literature, case study, and in-depth expert interview. This study found that: (1) Community watch and senior activities can quickly spread disaster prevention information; seniors accept disaster prevention information prepared in their habitual mode of address and conceptualize such information into self-help and mutual help actions more willingly through publicity materials, telephone interviews, and broadcasting systems. (2) Government and regional collaboration is required. In terms of the government, each government department should supply and arrange training for items based senior needs. In terms of region, resources should be integrated based on individual communities, and task forces shall be formed and training shall be arranged with reference to the formation of foreign task forces for vulnerable groups. (3) Mobile bracelets for seniors should be designed; a database for seniors living alone should be established, and information provided for related medical and fire services units for the reference of disaster rescue; government departments should integrate and disclose disaster-related information and enhance information circulation. Community disaster prevention can only be diversified through comprehensive considerations in order to optimize the promotion and implementation of mechanisms for community disaster prevention.
