All kinds of regulatory tools and incentives and domestic and foreign documents were collected, these related tools and other incentives applied by the action plans in the operation system were studied, and some recommendations were drafted for those who gets interest in. 20 action plans were studied and analyzed in order to draft the recommendations when promoting these action plans by applying Four-Quadrant Analysis, focusing on how human behavior shift constructs low-carbon and sustainable society, and also explaining the available and feasible strategies and tools that each action plan could apply for in each quadrant, which has been more in line with actual needs. The study provides counseling and low carbon transformation actions as incentives, and also as reference for promoting low-carbon and sustainable homeland both in central and local governments. Analyzing from the results, the majority of action plans’ promotion are project subsidies or provision of case reward incentives - for the publics (or organizations) to decide to participate with consciousness, which are the mainstream tools for all units to promote low-carbon sustainable construction measures. Some actions are combined with credit (low-interest) loans to provide incentives for investment deduction and encourage people or businesses to participate. The main reason is that the amount of investment in carbon reduction equipment or replacement will be greater, and incentives are needed to encourage private sectors to invest in expanding the scale of carbon reduction and their benefits. Local governments will also collaborate with legal norms or autonomy regulations to construct various action items. The conclusion of this study considers that under the current system, feasible reference suggestions for law, economic and financial-related policy tools are included in current actions. Follow-up researchers can continuously update the law, economic and financial tools and available resources that can be used by central and local governments in various action plans, in order to ensure that the collection of resources and tools is up-to-date.
