The IC design process relies heavily on Electronic Design Automation (EDA) to solve design problems. The IC companies in this study include IC Design companies, IC Design Service companies, Silicon Intellectual Property (SIP) companies, Integrated Device Manufacturer (IDM) companies, Wafer Foundry, and companies that want to customize IC specifications. EDA products and services provided are large investments of IC companies. The two are closely integrated and often help each other, sometimes with subtle competition. The research method is through literature exploration and expert interviews. Experts each have different EDA experiences. They stand on the point of use, do not set restrictions on products, and according to their own experience in purchasing EDA products, or when they sell EDA products, the key factors they see are free to speak. A total of the key factors identified by IC companies for evaluating EDA products and selections are (1) Technology and quality capabilities, (2) Costs, (3) Supplier attitudes and responsiveness, (4) Products reputation, (5) Purchases organizational effectiveness, (6) Follow the success story, (7) Legitimize the use of software, (8) Find the threshold for the use of key technologies, (9) Industry standard design process, (10) The best solution, (11) Bundled products. The literature and expert opinions are roughly similar. The difference is that some of the participants in the interview think that the competition is not obvious. Some of the interviewees think that the balanced scorecard is manipulated and do not apply to IC companies and EDA companies. The software of the cloud application authorizes everyone to believe that it will succeed, but believes that it has not been generally trusted. Some examples of the success and failure of mergers and acquisitions are analyzed. The strategies and challenges of both IC and EDA companies include the combination of EDA products and artificial intelligence technologies, creating discrete innovations, and integrating cross-industry business ecosystems. The findings of this research can provide development direction for Taiwans IC industry technology policy makers.
