In recent years, online shopping has become one of the important trading routes. Many well-known shopping websites have begun to provide timely delivery services within the urban area. It can be seen that the delivery time has become one of the keys to competition. Parcel delivery and passenger transport have similar features, all belong to the transport sector, the taxi is a paratransit, with fast, agile and convenient features. Recently developed the new model “Share-a-Ride Problem” (SARP), which is one of the extensions of the DARP (Dial-a-Ride problem). It can also carry passengers and parcels. Passengers cannot carry more than two passengers at the same time. There are passenger time window restrictions and how many parcels can be inserted into passenger-accepted services. If there are detours due to parcel services in passenger services, passenger fares are discounted. This study is operation-oriented of taxi companies, and incorporates customer requirements and preferences into operational considerations. Heuristic algorithms are then used in conjunction with cloud computing and Global Positioning System (GPS) to carry out route planning for passengers and parcels. By operating in this common mode, the parcels are integrated with the passenger transportation network, not only for passengers, but also for parcel delivery service. Passengers can use the co-location service according to personal needs to reach the destination with lower fares. Express delivery services can serve short-haul cargo transportation needs in the metropolitan area to provide drivers with new sources of income and reduce long-term empty-car status. This will enable taxi companies to increase operational efficiency and provide fast and convenient passenger and parcel services to meet customer needs.
