In the past five years, there were frequent riots in Vietnam and they were considerably related to the management and policy development of Taiwanese companies. Many studies show when multinational corporations set up branches or subsidiaries in foreign countries, they will handle the problems of language barriers and cultural differences. It is also important for them to deal with the issues of cross-cultural communication and management. This study focuses on the company in Footwear industry named “P Corporation” which has developed in Vietnam for about 20 years. To find out the problems and the difficulties when developing internal Vietnamese talent plans, furthermore to seek for the reasons of these problems. To collect the data through semi-structured interviews in the company, and then analyze the interview data to draw the conclusions. Finally, to make recommendations for this study. It is found that the major difficulties are language barriers and cultural differences when developing Vietnamese localization talent plan of Taiwan Company. P Corporation has already set out a preliminary solution, but is still looking for other better plans.
