Through face-to-face interviews, this study aims to understand the relationship between Taichung city government and non-profit organizations, and problems in it.
The research generates certain findings. First, Taichung City government and non-profit organizations both see the relationships between the two sides as not equal. Secondly, Taichung City government and non-profit organizations generally have a common goal. Third, Taichung city government and non-profit organizations all agree that non-profit organizational autonomy is negatively affected. Fourthly, most of the studied non-profit organizations deem that information provided by the Taichung City government is sufficiently open and transparent. Fifth, Taichung City government has a trust relationship with the non-profit organizations. Sixthly, Taichung City government created competition through regrouping of service regions. Seventh, the communication and coordination between Taichung City government and non-profit organizations are smooth. Eighth, both Taichung City government and non-profit organizations think that the distribution of power and responsibility of both parties is clear.
This research therefore makes the following suggestions. First, the special appointment system makes service receivers more choices, but should avoid receivers being rejected. Second, information about the evaluation system changes should be revealed more to related non-profit organizations. Third, establish and improve the verification system to effectively solve the problem of cumbersome verification. Fourth, clearly understand the impact of changes on service providers, and properly respond. Fifth, both Taichung City government and non-profit organizations should change their mindset to improve the relationships. Sixth, take a multi-pronged strategy to tackle lack of home attendants.
