It is adjacent north to Xinpi, east to Chunri, northeastern to Laiyi, northwestern to Jiadong, southwestern to Taiwan Strait, south to Fangsang. Besides it is a beautiful fishing port with its slow pace life style, it also fills of atmosphere of art. Fangliao-F3 Arts Area helps to promote local cultural industries and creative economy. Except “Fangliao Dong-Long Temple” with its unique characters, the traditional cultural event “The white paper crane peace festival” of Bao-Ann Temple in Bei-Shih-Liao is worthy to mention for its cultural historical richness and folk belief over hundreds of years. It has inherited the spirit of gratitude. The study took Hai-Wei Chao-Huang Temple’s establishment in Tainan as a comparative example,having Bao-Ann Temple in Bei-Shih-Liao of Pingtung as a center, connecting the development of local community and local tourist spots. Visiting and learning through every corner of Fangliao enjoy and experience the leisure time at Fangliao port. Walk slowly deep into Fangliao and discover the story of its special geographical shape, in order to observe Fangliao with different perspectives. According to this approach, it concludes as the following: 1.Diserning historical changes by listening to the explaination of professional guides, and deeply exploring its abundantly and richly historical and cultural background of the area. 2. The possibility of having lessons to allow local residents to attend in its neighborhood, to learn about it local culture and history. Based on local cultural interests and lifelong learning process to facilitate the quality of local living styles and community development, to unite locals to love and cherish their own town.
