Discussion on The Construction Strategy of Hamasen Settlement

碩士 === 大仁科技大學 === 文化創意產業研究所 === 106 === This study, a qualitative research, based on the four aspects: community development, humanities, landscape and industry, through the methods of literature review, participant observation, SWOT analysis and in-depth interview, aimed to investigate if the Hamasen settlement construction strategy was able to be applied in different districts under the principles of considering inhabitants’ benefit, architecture space and historical track. Then, the integrated planning and design can be conducted in Hamasen to preserve and increase tourism potential; and eventually the cultural and creative Industries are able to develop here. In addition, the research examined whether the waterfront of Hamasen, KMRT(Kaohsiung Metro Rapid Transit), KLRT(Kaohsiung Light Rail Transit) as well as highway system can be connected with Pier 2 and Shaochuantou, which the integration of cross-domain resources can become a local highlight. According to the data analysis, results were showed as follows. First, Hamasen is filled with rich cultural resources but lacks of well-designed comprehensive plans. Second, Hamasen is not so well known and the construction concepts of government and private enterprises fail to reach a consensus so that the cultural and creative Industries here presented a poor performance. Third, there are lots of organizations in the community but no community developing comprehensive concepts and contact were set up. In addition, the community administrative expenditure are appropriated by the government. Thus, It is suggested that private enterprises appropriate funds for the community. Finally, Hamasen which adjoins Pier 2, Shaochuantou, Shoushan (Monkey Mountain), Si-Zih-Wan can incorporate with these places and become a cross-domain value-added tourism attractions. Therefore, based on the findings of the investigation, it was suggested to: (1) enhance inhabitants’ capability of community developing and ability of cross-domain integrating. (2) set up the community contact network platfrom, intergate consensus and improve division efficiency. (3) combine with the resources of local schools , cultivate the cultural and creative professional talents. (4) set up a Hamasen story house,and preserve cultural and historical context. (5) open to the private enterprises to engage in management and infuse with multiple creatively ideas and energy.
