However, according to statistical data, although the government has input relatively much attention and resources in this issues, it seems still unable to reduce its unemployment rate to the same level as the general public unemployment rate. Under the circumstances described above, this study began to think of the emerging concept of "social enterprise". According to the findings of the analysis of this study, there are four main reasons: that the drug addicts have not improved after being returned to the society, and even have more serious phenomena than before, stable work, family support and counseling are very important to drug addicts, providing vocational training, giving appropriate care and companionship is helpful to stabilize their work status and future transfer to external workplaces, non-profit organizations must propose appropriate response strategies in the process of developing social enterprises in order to continue to operate.
