The process of their coordination with Taroko aborigines is controversial. It even triggered aboriginal landowners to launch ''the Movement of Anti-Asia Cement Corporation'' to fight for land use rights. In March 2017, the application for the extension of the mining rights of Xin Cheng Shan Mine was approved by the Administration at a sensitive time during which the government promised to reform the mining law. Some of the environmental groups that track disputes over the mine environment, lawmakers promoting Mining Law Reform, and aboriginal landowners stand together and protest. They fight together because of the overlapping part of their goals and their object of protest. For an entire year's ''The Anti-Asia Cement movement in 2017 ''. Asia Cement Corp. not only facing the massive waves of protests but also in an attempt to reverse public opinion which is detrimental to them. On the other hand, the government wants to calm down the angry voice of the crowd. All of them are trying to persuade activists who dissatisfied with existing Mining law and Administrative decision. They are trying to further influence the trends of news and topics created by the '' the Anti-Asia Cement movement in 2017''. In order to understand the dispute and the development process of the " the Movement of Anti-Asia Cement Corporation in 2017". This study selected "Citizen of the Earth, Taiwan (CET.)" as activists who called for the mobilization of " the Movement of Anti-Asia Cement Corporation in 2017". Take ''Asia Cement Inc. (ACC.)'' as a speaker who stands on the other side of the protest. And choose "Executive Yuan, Ministry of Economic Affairs, and Bureau of Mine, R.O.C." to be the symbol of the object of the protest. This study uses Stephen Toulmin's. Argument Pattern to analyze Facebook post of CET., Press release of ACC and government. After analysis. The study found that 'the Anti-Asia Cement movement' started as a struggle against Trukku's relative deprivation triggered by 'cognitive dissonance'. With the aid of external resources, the social movement began to use different channels for land ownership. Under the "open political opportunity structure" created by the third rotation of political parties in Taiwan and information society. CET. Based on Rhetorical Strategies of "Environmental Justice" and "Oppressed Others". They used social media to spread the Social movement message and made "against the ACC, Reform of the Mining Law" become the mainstream of social trends in 2017.
