The purposes of the study are to explore how the executives in a local government lead their employees to perform community construction, carry out their organizational missions and goals, and complete the holistic organizational change and innovation. The results turn over the routines of private sectors learning from public sectors, and construct an anti-learning model for other public departments, which becomes a paradigm of experience learning in public sectors. The case can be a benchmark and guidance for other cases because its success of using the strategies to perform organizational change and innovation. The research steps as follow: First, determine the research problems, scope, and case. Then, collect data and review literature so as to build the fundamental theories. Subsequently, conduct a case study and analysis, and finally draw a conclusion and propose suggestions. The results indicate that when an organization conducts community construction, a knowledge-oriented new organizational cultural system should be designed, which can facilitate the information creation, sharing, and application among governmental departments, training institutes, and social units.
