Through the designing of curriculum and the conduct of practical study, learners will be involved in exchange activities, and both the learning effectiveness and the practicality will be evaluated. First, we went through the second language subject center to investigate the actual condition of Taiwan secondary education Japanese learner and there social activities, tracing back to the actual social condition between Taiwan and Japan and discuss.The test subject of this research is one junior high school, one senior high school, and there are totally three japan language learning class to invest this research, (research 1) is the Japanese club course in the junior high school, (research 2) is the formal Japanese class in senior high school, (research 3) is the flexible Japanese course in senior high school. The analysis is shown below: in research one, the people who use Japanese to communicate more in social events have higher learning efficiency. In research 2, except for participating in the social event, it will also arrange the other school teacher to teach Japanese in public, also arrange off-camp visit by using Japanese language, and we discover that this kind of course can truly level up student's motivation in learning Japanese by the feed back of the student. In research 3, we can discover from the feedback of the student that the have high value on the culture orientation in there own contry, and the teaching material is prefer to the word of Japanese culture, if we can design the subject according to the topic which student wants to learn and then combine it with the social event to draw out the course, it will be more effecient to reach the purpose of the using Japanese in the social events. The results are that through drafting clear goals, designing practical models, and arranging learning courses, the goal of cultivating secondary students’ Japanese communication skills can be reached. In order to make the exchange activities more effective and to encourage Japanese learners to participate, schools should take the practical usage facet into account to urge students take part in exchange activities. Moreover, schools that hold Taiwan-Japanese exchange activities on a regular basis need to offer Japanese courses to guide students how to learn a second foreign language.
