With the progress of some military reform program, such as the ROC Armed Forces Streamlining Program, the ROC Armed Forces Strengthening Program, and the ROC Armed Forces Refining Program in the past 20 years. Although those who are equipped with higher education and technical talents are assembled to the military service, the armed forces’ combat effectiveness cannot be actually enhanced due to their short service period. Moreover, the low birth rate gas made it harder to promote the mercenary system. Retaining talents is as important as absorbing talents. Therefore, in order to maintain the high-quality military manpower, the main solution is to increase retention rate of troops. They are not only equipped with professional skills, but also contribute to the new colleagues’ education and skills inheritance. This study focused on the effectiveness of the policy of “attracting talents”, “cultivating talents” and “retaining talents”. It conducted research and validation, taking health factors, incentives and supporting welfare system of the two-factor theory as independent variables, the willingness of retention as dependent variables. This study took military officers of an intelligence agency as research object. A total of 200 questionnaires were sent out, and 163 valid samples were collected, with a valid return rate of 81.5%. The main findings of this study are as follows: 1.The degree of recognition in “salary and welfare” and the “intent to stay” of those with high school or vocational school degree and bachelor’s degree (university or college) is significantly higher than that of the master’s degree(inclusive). 2.The emphasis on “career planning” that those with higher (middle) vocational degree and military volunteers place is significantly greater than that of the master’s degree (inclusive), and compulsory military servers. 3.Health factors, incentives factors and supporting welfare measures for the mercenary system are all related to the intent to stay, among which the incentives factors has the highest degree of correlation. 4.Among the health factors, “salary and welfare” has a significant influence on the intent to stay. 5.Among the incentives factors, “business recognition” and “job challenge” have a significant influence on the intent to stay. 6.Among the supporting welfare measures for the mercenary system, “inner management”, “service condition” and “career planning” have a significant influence on the intent to stay.
