It demonstrated how RSEA, as an official unit, responded to ROC Government’s “Sport for Citizens” policy to raise four-level baseball teams, which were so competitive in games for students of elementary schools, junior high schools, senior high schools and adults, respectively. As the director of RESA and president of Chinese Taipei Baseball Association, Xiao-zhang Yan played a good role to integrate resources to support three-level student baseball teams to play a host of games in and outside the country. The marvelous winning records these student baseball teams created both bolstered Taiwan’s international status and promoted diplomatic relationship with allies. It also nurtured Taiwanese with a strong national identity to go through a difficult times unfriendly to ROC internationally. Xiao-zhang Yan also devoted to solve issues of membership, flag and membership song for baseball games played by adults, laying the foundation for them to play abroad without membership controversy. It helped Taiwan to win a fame of the World Top Five in adult baseball arena.
