University teachers’ duties include the workings on teaching and doing the research, along with giving much consideration to their faculty promotion. To hold concurrent posts in the university, however, often discourages some of the professors from undertaking its administrative works. The administrative positions will inevitably remain vacant if university teachers are not willing to do extra works by taking its posts up, which may hinder the working on the development of academic affairs. To proceed on the development of national university affairs, civil servants are authorized to act for the teachers who hold concurrent administrative posts. Such the measure to deputy can be taken for temporarily coping with an insufficiency of the administrative positions. Approved solely by Ministry of Education, teachers who concurrently serve in the administrative posts during their absence are able to be represented by other teachers working in the same division or by civil servants. As for associate directors or the one qualified to hold concurrent posts, they ought to serve in the deputy to the vacancy for teachers concurrently appointed as administrative officers. Although the personnel units of the national university have operational rules to follow with these regulations, the essential problem still roots in the cause of teachers’ unwillingness to take up administrative posts. Feasible alternatives of university personnel self-government can be practically achieved by reading this study. A public servant who holds concurrent administrative post is taken as the case of judicial remedy for the rights. The discussion on the issues of academic freedom, university self-government, faculty governance, and the deputy system in government institutions are unfolded through the methods of literature analysis and of in-depth interviews. The coverage, affairs, and supervision of the university self-government regarding the participation of faculty governance will also be further probed into. Beginning with the development of the University Act, the next part of this study focuses on the evolution of the organizational constitution in the administrative units of national universities and then explores the appropriateness of deputy by which a public servant acts for a teacher who concurrently holds an administrative post in the national universities with interviews. With this appropriateness of deputy in discussion, the human resources are expected to be properly utilized in national universities. In this way, the administrative efficiency will be improved as it goes along with the advancement of university affairs, carrying out the assurance of the university self-government and academic freedom.
